Decisive reforms combined with courageous initiatives have to be taken at the European level

Mission de la commission Economique et monétaire à Lisbonne

J’ai participé jeudi 2 et vendredi 3 novembre dernier à la délégation des membres de la commission des Affaires économiques et monétaires à Lisbonne. Durant cette visite de deux jours, nous avons  rencontré des hauts fonctionnaires portugais, des régulateurs, des partenaires sociaux et des représentants de l’industrie. Les principaux thèmes de nos entretiens ont porté sur la situation économique et financière du Portugal, les perspectives macroéconomiques et les projections budgétaires, les réformes structurelles et l’évolution de la compétitivité, ainsi que la surveillance et les risques dans le secteur bancaire. Nous avons rencontré, entre autres, Mário Centeno (ministre des Finances) et Carlos Costa (gouverneur de la Banque centrale portugaise) ainsi que des membres de l’Assemblée nationale portugaise.

La délégation était conduite par mon collègue Roberto Gualtieri (S&D), président de la commission ECON, qui, à l’issue de cette mission, a déclaré :

« The economic outlook from Portugal is positive and encouraging. Growth and jobs creation are gaining momentum and are rising hand in hand with deficit reduction and increased stability of the financial sector. We encourage the Portuguese government to continue this path by implementing reforms and pursuing social cohesion and sustainable growth. Taking the example of Portugal as a country which is successfully addressing a very difficult crisis will feed into the on-going reflections in ECON, in particular regarding economic governance as well as the completion of the Banking Union. In that regard, the situation in the Portuguese financial sector reminds us that, as far as banking union is concerned, we are still in the middle of a bridge towards a new regime. In order to address the misalignment between centralised risk control and national liabilities decisive reforms combined with courageous initiatives have to be taken at the European level to move forward completing the banking union and making the EMU more resilient.“
